Parliament's party history for this member: Labour ( – present).
Register of interests
Every entry the member has in the Register of Members' Financial Interests, as Parliament currently publishes it. The wording and values are the member's own declarations; nothing here has been assessed by this site.
Totals add only the entries that declare an amount received: payments for work, donations, gifts, and funded visits (register categories 1.1, 2, 3, 4 and 5). Ongoing employment is listed but not added, because its figure is a rate rather than a sum received. Each entry is dated by when the benefit happened, not when it was registered, and placed under the party the member sat for on that date. A member who changed party therefore has a separate total for each.
I welcome yesterday’s announcement of a mayoral strategic authority for the geography of Devon. However, as the Minister is aware, cities that currently have district councils are the drivers of economic growth, jobs growth, house building and much else in their areas, but are currently locked out of sitting as full constituent members of mayoral strategic authorities. As we are looking at potential legislation regarding cities, can the Minister give some commitment to looking at whether cities, in advance of local government reorganisation, could sit as full constituent members of MSAs?

I have fantastic organisations such as St Petrock’s and CoLab in Exeter that help people who end up on the street but who have very complex needs that require wraparound services such as addiction treatment and trauma support. Does the Prime Minister agree with me that, alongside a roof over their heads, we need to rebuild the wraparound support system for people that were so dismantled under the previous Government?</Question>
I draw the attention of the House to my entry in the Register of Members’ Financial Interests, as I am very proud patron of Exeter’s local homelessness charity, St Petrock’s. I was very grateful for the opportunity to join the Minister this morning at the No. 10 rough sleeping summit to set out Exeter’s experiences, as we have one of the highest and increasing levels of rough sleeping in the country. The Prime Minister made the point that we need to treat people as people, not as numbers. That is absolutely the way of local charities, like CoLab and St Petrock’s, which know these people individually, and they should lead the way. Does the Minister agree that statutory services, like the NHS and the Prison Service, really need to step up and come on this journey with us, too?
My hon. Friend is making a powerful speech. In my Exeter constituency, we were heavily reliant on exports to the EU. Many businesses have simply stopped exporting or shut up shop completely. English language schools have also really struggled. We were a centre for English language schools, which bring children and young people from across Europe to Exeter to learn the English language. That is drying up quite significantly.
My hon. Friend mentioned the other ways in which we lose out from being outside the EU. The previous Government specifically pulled us out of the European Geostationary Navigation Overlay Service, which means that our air ambulances face challenges and delays in their missions. This issue is not just economic; it is social and affects the way our society is organised. Does my hon. Friend agree that some of those things could be fixed at the upcoming summit?
I join the House in expressing my sympathies to the family of Ann Widdecombe, as a fellow Devon resident.
The number of antisemitic and other hate crimes has risen in recent years. When I talk to young Jewish people in my constituency, they are fearful and unable to live their full Jewish lives freely. I am particularly worried about new self-appointed groups who are door-knocking in Jewish communities under the guise of, for example, being anti-apartheid. That strikes me as being a bit closer to harassment than anything else. Is the Home Secretary satisfied that she, the security services and the police have the right tools to combat this new activity, which is increasing across the country?
One of the policy goals of LGR is to encourage economically important cities like Exeter to better play their role in generating jobs, growth, housing and better place-based services. In our case, devolution does not work if Exeter is not in the strategic authority, as it is one of the two big economic drivers of the region. Can the Secretary of State confirm that this remains the case, and that after the rapid review, should it have a positive outcome, we can move forward with both LGR and devolution in Devon quickly?
I welcome the four-unitary model for Devon, as I think it best serves the interests of everyone across Devon. This has been a long time in the making for Exeter. It has been increasingly unsustainable to retain Exeter—an economic driver of the region—as a district council. Does the Minister agree that this proposal will allow Exeter to better drive sustainable economic growth, jobs and opportunity, and will mean that decision making is better represented by the people in my city?
Two-tier government may have worked in the past, but it is not working today, and it is certainly not working for cities like Exeter. We have a two-tier waste authority, and Devon county council is cutting homelessness funding while we are experiencing an acute homelessness issue in Exeter itself; I could mention many other areas as well. Will the Minister confirm that we will be moving ahead with unitary local government across the country, including Devon and Exeter—I realise that she will not be able to comment on the specifics of any proposal—in order to ensure that cities like Exeter can grow economically, and that local government does serve local people?

I recognise the work that the Secretary of State and Ministers have done on this issue, and I thank them for their engagement. While the Conservatives rejected recommendation 27 of the Fursdon review, will she reassure me that this Government will find a solution that works for all the communities on Dartmoor and ensure a thriving population of Dartmoor ponies? Will she join me on Dartmoor in the coming weeks to see these beautiful native creatures and the organisations that care for them?
