Register of interests

Every entry the member has in the Register of Members' Financial Interests, as Parliament currently publishes it. The wording and values are the member's own declarations; nothing here has been assessed by this site.

Totals add only the entries that declare an amount received: payments for work, donations, gifts, and funded visits (register categories 1.1, 2, 3, 4 and 5). Ongoing employment is listed but not added, because its figure is a rate rather than a sum received. Each entry is dated by when the benefit happened, not when it was registered, and placed under the party the member sat for on that date. A member who changed party therefore has a separate total for each.

Building Safety (Remediation of Unsafe Cladding etc) Bill

I welcome the Secretary of State back to the Cabinet. It took months of legal wrangling and court time to secure a £1 million refund for leaseholders and £9 million in remediation works on Empire Square in Southwark. Although I fully support the Government’s action to tackle freeholder delays and neglect, as well as some of the charges, will she set out how some of the penalty amounts in the legislation were set? The sum in clause 6 is capped at £14,000, which seems very low, given the overall sums involved. How is the Department working with leaseholders and other stakeholders to set fees that allow us to go at the pace required to deliver on her ambition, and that of the Government?

    E-scooters and E-bikes: Regulation

I congratulate the hon. Member for Epsom and Ewell (Helen Maguire) on securing the debate. I will focus my comments on the cycle hire regulations in Southwark. We should be a success story of more lanes and more users, but—and I have a big butt, which makes me a wobbly cyclist—the number of complaints, increasingly from other cyclists, is colossal and rising. The need to regulate is only too apparent when visiting any transport interchange in Southwark. Last week, dumped bikes blocked the only pedestrian crossing from London Bridge station on to the bridge itself, not in rush hour, but on a Saturday lunch time. I get so many complaints, including from Stephen about bike dumping at Canada Water; from Sacha about bikes in pedestrian areas and local parks; and from Sanjay about insurance after a recent collision. Then there is Whelan’s, a pub in Rotherhithe with a bike bay outside that overflows regularly with dumped bikes, blocking the way of customers and blocking a bus stop, but most worryingly, blocking the delivery of beer to the pub. A pub without beer cannot stay open very long. It is on a red route, so alternatives are limited. I am working with Lime and others to address this issue, and I raised it directly with the City Hall’s cycling commissioner last week, but a business and jobs are at risk through the failure of Lime and others to regulate themselves. Regulations are necessary and welcome. I hope the Minister will tell us this morning when the next consultation on secondary legislation will come forward, but I hope he also recognises that some solutions are available now. Southwark council could replicate Ealing and remove bikes at cost to the providers. Constructively, the council could move the bay outside Whelan’s to the verges on the opposite side of Rotherhithe Old Road. Council inaction is inexcusable, especially under a Green leader who last year filmed a promotional video for Lime inside the council office, breaking council rules. I await the council investigation into that with some interest. Inaction is also inexcusable because the council announced a new deal for discounted bike use three months ago in an arrangement that has delivered no better management of bikes, and not one person has yet had a discounted fare. It is an amateur, premature fanfare of a scheme. Conditions should have been set for clearing bikes with the providers. Lime claims it has 400 staff to clear bays and more need directing to those sites, but it says Southwark council sends no one to them. Council inaction is even more inexcusable because Lime has a £500 million fund to provide bays that local authorities can bid for. Embarrassingly, Southwark has bid for nothing—that is the summit of its aspiration for our community. It seems the Greens and their Lib Dem sidekicks in Southwark are too busy obsessing over Israel and international affairs to get on with helping people in our community. It is frankly incompetent and I will be pushing further to help everyone affected.

    E-scooters and E-bikes: Regulation

On the point about Westminster council and data, does the hon. Gentleman support the Mayor of London’s request that the new Government regulations require all providers to share information on how many bikes and vehicles they have on the road in our capital, and wherever else they are operated? I obviously have a London interest.

    Business of the House

Hundreds of constituents on Acanthus Drive, Abercorn Way and Achilles Close face eviction threats, rent hikes and pressure to sign weaker tenancy agreements from their landlord Freshview and the freeholder BMR St James. Thankfully, they have the support of Andy Bates, in my south Bermondsey team, our Labour council, Southwark Law Centre and myself, but will the Government provide time to debate penalising rogue landlords and practices such as this, especially given the new rights for renters coming from our Government in May?

    Local Museums

I thank my hon. Friend for making an amazing speech and celebrating local history. In my constituency we have the Brunel Museum, which is a fantastic local resource covering engineering history, the Thames and the Brunel family. It makes an estimated £150,000 social value contribution, but it struggles to compete for resources. Does she agree that councils, Ministers and the Department should ensure that resources made available by this Government and at a local level can be received by smaller community museums, and not just the main national museums, which tend to take the lion’s share?

    Local Museums

Ms Lewell, given all the references to Dracula, I am tempted to point out what a shame it is that none of the bloodsuckers from Reform is here. Given the point the Minister has just made, I invite him—and colleagues—to visit the Golden Hinde in my constituency. We have corresponded regarding the Golden Hinde, because it has been the pearl of Bankside in Southwark for 30 years, and next year is the 450th anniversary of the original Golden Hinde setting sail—the first British vessel to circumnavigate the globe. However, because of its unique status, the Golden Hinde struggles to access funds. Can the Minister outline how he is expanding the museum renewal fund and working with the British Business Bank to ensure that such unique museums can access resources and continue their fantastic work in communities such as mine? I hope that was not too boring a point.

Russian Influence on UK Politics and Democracy

Does the hon. Member also agree that there is a gap in the information that politicians and those who fund us need to supply? It cannot be acceptable for any Member, or any political leader in the UK, to forget that they met the Russian ambassador, to forget that they met someone who later turned out to be a Russian spy—as did the Reform leader in Wales—or to seem to have forgotten who paid for their house in Clacton.

    Youth Unemployment

Does the hon. Lady at least welcome the job guarantee for 18 to 21-year-olds? Does she think that that represents this Government working with employers such as the Premier League and the FA to create opportunities? Is that not in stark contrast with her Government, who watched opportunities disappear while they did FA?

Will the Prime Minister commend Kevin for his local work, and that of Labour Southwark council’s amazing night time and antisocial behaviour team? Will he tell Members when they will have new powers under the Crime and Policing Bill, and remind the Met that its access standards require all local officers, like Kevin, to be a maximum 20-minute walk from their ward, which is a policy currently going unmet in Rotherhithe?</Question>
