Register of interests

Every entry the member has in the Register of Members' Financial Interests, as Parliament currently publishes it. The wording and values are the member's own declarations; nothing here has been assessed by this site.

Totals add only the entries that declare an amount received: payments for work, donations, gifts, and funded visits (register categories 1.1, 2, 3, 4 and 5). Ongoing employment is listed but not added, because its figure is a rate rather than a sum received. Each entry is dated by when the benefit happened, not when it was registered, and placed under the party the member sat for on that date. A member who changed party therefore has a separate total for each.

    Clean Energy Projects

There is real fear in Scotland this morning that the Labour party is about to embark on another big betrayal of Scotland’s energy. After abandoning Grangemouth and costing thousands of energy jobs in Scotland, the UK Government now seem set on withdrawing funding for Scotland’s carbon capture industry. Will the Minister take this opportunity to quash that rumour?

    Clean Energy Projects

I note that the Minister has failed to quash the rumours about Acorn, so let me try another imminent Labour party betrayal of Scotland’s energy. At a time when bills are set to be £1,000 higher than the Labour party promised, the Chancellor is inexplicably going to increase the unit price of gas. We know that families in Scotland will be disproportionately hit by the Labour party gas price increase. The Minister says that she and her colleague the Secretary of State are Scotland’s people in the Cabinet. What is she going to do to protect people from the Chancellor’s gas price rise?

Retirement of the Clerk of the House

May I, on behalf of all SNP MPs past and present who have had the tremendous good fortune to work under the guidance and tutelage of Tom as Clerk of the House, express our gratitude and support for the motion? We have been guided by Tom since 2021, when he became Principal Clerk in the Table Office, where he advised us on Opposition day topics, Brexit and the upcoming 2021 Scottish general election. In fact, certain Members of this House took issue with our use of the term “Scottish general election”, but thanks to Tom’s even-handed approach, we were able to retain those words in our motion at that time. Since he became Clerk of the House, Tom has assisted us over the years with matters of sub judice, Committee compositions, questions of order and manifold conventions within this place. Indeed, Tom’s support was so instructive, so comprehensive and so helpful to the SNP that I had no option but to conclude that he, too, must be a freedom fighter committed to the cause of Scottish independence. Accordingly, I scoured the SNP membership list to check for his entry—alas, his name appeared not. That leads me to conclude that he does not, in fact, hold the SNP in a special place within his professional courtesy and boundless knowledge. He is, rather, a committed and consummate professional who allows all Members and all parties in this place to benefit from his patient and even-handed wisdom, without fear or favour. I thank him for that, and the SNP wishes him all health and happiness in his future.

    Business of the House

Industrial hemp is at the forefront of innovation in agriculture, and my constituent Martin Cessford is a farmer at the forefront of that in Scotland. Hemp has great promise for industrial, health, climate and building applications. However, Martin has been thwarted at every turn by the Home Office and its absurd application of the Misuse of Drugs Act 1971 as it relates to hemp products. With my help, he has made some progress, but his shipment, which is going to Germany for quality control testing, is now stuck in the Netherlands. I asked the Foreign, Commonwealth and Development Office for help over a month ago, but have not heard anything. Might we have a debate in Government time on the tension between the Government’s need for growth and innovation and their Departments standing in the way of that, and will the Leader of the House use his good offices to give the FCDO a shake?

    Engagements

In the coming weeks, energy bills will rise again for households across the United Kingdom; within the last few days, five major mortgage lenders have pushed up mortgage prices for households across the United Kingdom; and within the last few hours, the cost of a barrel of oil has gone to over $100, pushing up prices at the pumps for motorists across the United Kingdom. Despite that, the Prime Minister still seems fairly well liked. I will let you into a wee secret, Mr Speaker: I quite like the new Prime Minister. But popularity will not pay the bills during this winter’s looming cost of living emergency, so will the Prime Minister stand up now and tell people what he is going to do to help?

    Representation of the People Bill

    Will the Minister give way?

    Representation of the People Bill

Just to develop the Chair of the Foreign Affairs Committee’s theme, the Minister is taking some steps to control foreign contributions and donations to politics, but why not just ban them? She touched herself on the malign influence of people who would seek to offshore their tax liabilities—not contributing to the business of Government—and then, from some offshore location, direct that Government in how to spend that money, which they will not be subject to the consequences of, and neither will they have to contribute. It is totally unjust. Why is it not banned?

    Direction of Government

I welcome the Prime Minister to his place. In so doing, I extend my best wishes not only to him but to his family, as he takes up the manifold burdens of his new role. In his assent to high office, he was heard to report that the UK is not working and Westminster is not working —well, I am 100% in agreement with him on that, although my prognosis would be terminal rather than treatable. He understands that energy bills are now £600 higher than Labour promised they would be at the general election, and there is another large increase coming before Christmas. He touched on energy in his statement, so will he give us a date—between now and whenever the general election will be—by which energy bills will be £300 lower, just in the way that Labour promised?

    Young People

The Minister will know that the Secretary of State is regularly to be heard talking about his many, many good friends. Does she believe that the Prime Minister-elect is one of those good friends, and, while we are on the subject of young Scots, will it not be awkward when the Secretary of State’s job is taken by another young Scot in the shape of the hon. Member for Rutherglen (Michael Shanks)?

    Young People

I note the Minister’s doughty protestations on behalf of the Secretary of State, but noting that is one thing. What message does she have for the 800,000 young Scots who were unable to vote in the 2014 referendum about her party’s continued dogma preventing young people in Scotland from having a say on their constitutional future?
