Register of interests

Every entry the member has in the Register of Members' Financial Interests, as Parliament currently publishes it. The wording and values are the member's own declarations; nothing here has been assessed by this site.

Totals add only the entries that declare an amount received: payments for work, donations, gifts, and funded visits (register categories 1.1, 2, 3, 4 and 5). Ongoing employment is listed but not added, because its figure is a rate rather than a sum received. Each entry is dated by when the benefit happened, not when it was registered, and placed under the party the member sat for on that date. A member who changed party therefore has a separate total for each.

Young People and Work: Milburn Interim Report

I thank my hon. Friend for securing this debate. He will be aware that Milburn’s interim review found that 23% of young carers are not in employment, education or training and that 40% of those have spent more than 18 months out of employment, education or training, yet they have amazing resilience and experience to bring to a job. Does my hon. Friend agree that, in the review’s final report, we must outline a package of support for young carers and encourage businesses to take a chance on young carers and give them an opportunity?

    Business of the House

Last week, I attended the National Curry Awards in Parliament, and I was delighted to present Sizzling Lounge from Bingley in my constituency with its award for best restaurant. It is one of the highest-rated curry houses in Bradford and is run by two inspiring brothers who came to the UK as child refugees from Myanmar. Will the Leader of the House join me in congratulating Sizzling Lounge and all the fantastic curry restaurants—particularly those in Bradford—that contribute so much to our high streets and towns?

    Budget Resolutions

Would the hon. Gentleman wish to add his thanks to the Chancellor for the new low-income tax-free allowance for pensioners, which will ensure that they can keep their state pension and hard-earned pension?

    Budget Resolutions

Like my hon. Friend, I have small breweries in my own constituency, including the Saltaire Brewery, the Goose Eye Brewery and SALT. Does she agree with me that, with rising energy costs, the £10 million annual alcohol duty relief for small brewers is very welcome from the Chancellor?

    Budget Resolutions

In yesterday’s Budget, the Chancellor put in place measures that will put money back into the pockets of my constituents in Shipley, support our brilliant independent businesses, and deliver for carers and families across Bingley, Shipley, Baildon and the surrounding villages. This Budget does that without endangering the strong economic foundations that were laid by the previous Chancellor, my right hon. Friend the Member for Leeds West and Pudsey (Rachel Reeves). I echo the Defence Secretary’s tribute to her for her actions to restore economic stability after the Tories’ economic chaos. Against a backdrop of global uncertainty, the new Chancellor faced a tricky balancing act rebuilding our public services and maintaining fiscal discipline, but this Chancellor and this Budget got that balance right, delivering security at home, with better public services, and security from threats abroad. I echo what other hon. Members have said and welcome the new energy bills breathing space that will give 36,500 households in Shipley a £100 payment this winter. I am incredibly proud that, after years of campaigning, the carer’s allowance cliff edge will be abolished and replaced with a taper, so carers who earn just a little over the earnings limit will no longer lose their entire allowance. Carers should never be penalised for working an extra shift, so that unfairness ends under a Labour Government. I share our new Prime Minister’s ambition to reform adult social care, to ensure that disabled adults and older people get the care they need. I look forward to the spending review and hope that his ambition will be matched by the Chancellor in the spending review. Briefly, I would like to echo my hon. Friend the Member for Blaydon and Consett (Liz Twist) and her enjoyment of the PDEL, the new protected prevention spend. It may seem a little geeky, but it could prove transformative. Let us stop paying for failure and crisis, and instead invest in early intervention. Just one example of where that could make a huge difference is in hospice and end of life care. If we funded our local hospices, such as Marie Curie and Sue Ryder, that are currently reliant on charitable funding, they could expand community support. This would deliver reductions in inappropriate and unnecessary hospital admissions at end of life, saving money in the NHS and ensuring more people die at home and in the community. Finally, I welcome the defence spending. I hope that some of the fantastic, innovative small and medium-sized enterprises in defence in Shipley, such as Radio Design and Slipstream Engineering Design, can use it to grow the number of high-skilled jobs in my area.<span id="536" class="column-number" data-column-number="536"></span> This is a fantastic Budget. It shows that the Labour Government are listening to people in places like Shipley and backing workers, carers and our local businesses.

    Budget Resolutions

I thank my right hon. and learned Friend for her closing remarks and for responding to the points raised during the debate. Will she confirm that business rates relief will not apply to the vape shops that are popping up on our high streets and blighting them?

    Sodium Valproate

I thank my hon. Friend for her campaigning on behalf of the victims of this scandal. Is she aware of the report from the Public Accounts Committee that makes recommendations about Government compensation schemes? We looked at schemes, including for the infected blood scandal, and our recommendations were that schemes needed to be designed with the victims, and that there should be independence, just as there is in the case of infected blood. I hope that the Minister, in responding, will take note of that report, and will say how such a compensation scheme could be set up that provides quick redress to victims, in the way that my hon. Friend hopes.

    Topical Questions

I recently ran a local campaign calling for a ban on illegal e-motorbikes. It is clear they are being used by criminals, and yet police are often powerless to pursue them. Will the Minister look again at guidance for police forces and ensure they have the resources they need, including drones and off-road bikes, to take enforcement action against those dangerous bikes?

    Civil Service Pensions

I congratulate my hon. Friend on getting a grip of this issue. I am a member of the Public Accounts Committee and, as we have heard, we have had repeated undertakings from Capita that improvements were imminent. Despite that, many of my constituents are still waiting for quotes and pension payments. The Minister has set out clearly that Cabinet Office officials are effectively taking over the delivery from Capita. Does she agree that this is a shambles and that Capita should pay for its failures?

    Work-based Immigration

I also commend the Committee for its deliberative work and the innovative way it is taking evidence on this subject. When the Public Accounts Committee, of which I am a member, did an inquiry into the skilled worker visa scheme, we found that it was particularly problematic for care workers, as a migrant’s right to remain in the UK is dependent on their sponsorship by a particular employer, and where that is revoked workers are often left vulnerable to exploitation. Is it the Select Committee’s intention to take evidence from overseas care workers and care providers as part of its deliberations? Will the Committee also consider the benefits of sector-wide sponsorship for care workers and look at how we can promote careers in care work to young people, in particular those who are not in education, employment or training?
